Andrew first joined Democratic Audit in 2004. A constitutional historian by training, his principal areas of expertise include the office of Prime Minister, special advisers to ministers and constitutional reform in the UK.

He has worked as a consultant on numerous research projects, including for the UK National Audit Office, the European Parliament and the United Nations Development Programme.

Alongside academic and research projects Andrew has worked in political environments, starting with an internship at No.10 Downing Street in 1999; and followed by various parliamentary roles. As well as working for the Audit he is currently acting as a research consultant to a project undertaken by the House of Commons Political and Constitutional Reform Committee in conjunction with the Centre for Political and Constitutional Reform at King’s College London; and as a consultant to the Federal Trust for Education and Research.

Andrew is the author of books on special advisers to ministers; political approaches to war-makingin democracies;and, with Prof. George Jones, on the office of Prime Minister. Andrew is the author of numerous other publications, including the key position paper for a British Academy conferenceon the Governance of Britain constitutional reform programme; and contributes book reviews to Political Quarterly.

His work at the Audit has included major studies of parliamentary oversight of foreign policy; counter-terrorist policy and practice (commissioned by the Joseph Rowntree Reform Trust); and government constitutional reform programmes.

Andrew has made numerous media appearances including on national television and radio.
